A New Electric Boiler Factory in Finland
The use of electric boilers for industrial energy production is growing in popularity along with companies’ climate programs, energy efficiency goals and fluctuating electricity markets. A new energy site with an electric boiler was implemented at Valio’s Haapavesi factory and commissioned in March 2026.
The study demonstrates that boiler electrification results in reduced fuel use and GHG emissions. The net change in annual emissions depends on state-level electricity generation mix and grid emission factor.
Efficient
Electrification of industrial boilers is a significant opportunity to reduce fossil electric boiler supplier fuel combustion-based GHG emissions. However, many industrial facilities do not have standardized methods for incorporating the economic co-benefits of this potential. These benefits include efficiency gains and reduced steam demand. Moreover, electric boilers can be integrated into smart grids and energy management systems to optimize energy usage and provide greater control over the operation of the plant.
This study estimates the technical potential of industrial boiler electrification in the United States by considering current boilers, fuel types, and production processes. It also examines the effects of varying power plant heat rates and resources, and includes byproduct fuels in the analysis to capture their value-added contributions to industrial processes. The results indicate that conventional boilers in the refining, paper, chemicals, and metals subsectors use the most byproduct fuels. The analysis also demonstrates that the electrification potential is lower when these byproduct fuels are excluded from replacement with electricity (Fig. 6).
Despite this, our results show that even in a future reference grid scenario with high renewables and low coal and oil intensity, the total fuel savings from boiler electrification will initially result in higher national annual GHG emissions. This is mainly due to the fact that the electric grid in most parts of the United States is still powered by carbon-emitting sources. To mitigate this, facility decision makers should consider the possibility of reducing their steam demand through efficiency measures and incorporate potential energy savings into their investment analyses for boiler electrification.

Industrial process heating, which is dominated by fossil fuel combustion and accounts for the majority of the manufacturing sector’s GHG emissions, is a promising target for electrification. This analysis extends previous work and provides two research outcomes: (1) a comprehensive, publicly accessible dataset characterizing the current stock of conventional industrial boilers across manufacturing industries; and (2) estimated net changes in fuel use and GHG emissions from electrifying this boiler population under various electric grid scenarios.
